Construction site registration, done right (TTKI)

Since 2023, larger Estonian construction sites must register their contract chain and every worker's time on site in the Tax and Customs Board's TTKI system. ID Network is an officially listed TTKI registration-system provider — with both hardware and cloud to keep your site compliant.

How it works

From the site gate to the Tax Board, automatically

01

Register every entry and exit

Workers check in and out at the site with a chip card or mobile, and ID Network captures every entry and exit automatically — exactly what the law requires.

  • Chip-card and mobile check-in
  • Automatic entry/exit capture
  • Worker cards supported

02

Straight to the Tax Board's TTKI

Presence data is forwarded to the EMTA TTKI system over its machine-to-machine interface — daily summaries and scheduled timestamped records, without manual paperwork.

  • Machine-to-machine TTKI interface
  • Daily and scheduled reporting
  • Contract-chain and worker data

03

Hardware and cloud, your choice

Run readers, turnstiles and gates on site with ID Network cloud handling the reporting — or integrate with the electronic registration system you already have.

  • On-site readers, turnstiles, gates
  • ID Network cloud reporting
  • Integrates with existing systems

FAQ

Construction TTKI questions

Which construction sites must use TTKI?

Estonian rules apply to larger sites — broadly, work over 30 days with at least 20 people on site at once, or more than 500 person-days in total. The main contractor is responsible for registration.

Is ID Network an approved TTKI provider?

Yes. ID Network OÜ is listed by the Estonian Tax and Customs Board among the providers of TTKI-compatible electronic registration systems for construction.

How do workers register on site?

With a chip card (worker card) or a compatible mobile solution; ID Network captures each entry and exit and forwards the data to TTKI.

Do we have to replace our current site systems?

Not necessarily. ID Network can run site readers, turnstiles and gates, or integrate with an existing electronic registration system and add the TTKI interface.

How is the data sent to the Tax Board?

Over the TTKI machine-to-machine interface — daily summarized presence data and scheduled timestamped records — so there is no manual submission.
